Surveyors are appointed by the insulation companies and are fully trained and qualified to assess the suitability and insulation requirements of both the loft and cavity walls. The survey will take place prior to the installation of any Cavity Wall Insulation or Loft Insulation and at a time most convenient to you. It is completely free and you are not obliged to go ahead with the insulation work afterwards. For Loft Insulation the surveyor will check:

Depth of insulation
Area of insulation required
Any pipe work to be lagged
Any cold water tanks to be insulated
Position of the hatch
Ease of access
Ventilation is sufficient
No damp is present
Amount of boarding, if any
Space to work
Whether loft can be emptied

For Cavity Wall Insulation the surveyor will check:

Cavity dimensions
Area of insulation
Property structure and condition
Attachments and obstructions
Services within the cavity
Debris in the cavity
Tops of cavities are sealed
Adequate ventilation
Position of boiler
No damp is present
